'modern' fury was designed with AM as our only cooldown. it's low impact usen't to feel bad cause our damage was consistently high outside of CDs too. but now there's been so much extra stuff tacked on since SL that we're back to Legion mode where all of our damage is in our 10s CD window.

I think it makes a lot of sense to remove Reap proc during unhinged if they want to reduce burst damage, but they should compensate that by buffing reap proc rate to like 40% or something
