Sure, and the philosophy is that you can in fact reach a theoretical best stat distribution, but that'd also mean you'd have to have access to everything in the game to achieve that best distribution, which no one does.
As for while you're gearing, the best stats changes while you gear up where certain stats benefit you more than they would with different gear setups
It's why the general rule of thumb is just to sim yourself in top gear
