Its hard to say. According to Bloodmallet.com the best stat distribution for 1 target is 10% crit 40% haste 40% mastery 10% vers. And for 5 targets its 30% crit, 20% haste, 40% mastery, 10% vers.

How accurate those numbers are i cant attest to.

The reason you are seeing a lot of different stat distributions among top keys is probably because people are still playing with whatever gear they are given. When people have gotten more items from their vaults and the mythic raid you will probably see more consistency in stat distributions.
