Top gear is a great tool, but depending on your gear level upgrade is an upgrade and it might be best to just send it

In your top gear sim, you can choose click on the little + icon and choose "Upgrade to ..." and it'll tell you what you can do based on how many crests you have. I think it'll also tell you the best combination of things to spend your crests on but idk for sure
