This is actually true with alot of BlizzUI settings , When you are disabling / hiding them they are still actually being loaded into your games adressables and there is no way to actually stop this happening unless you could remove the files from the games source and then still actually run the game (You do gain the benifits of the gpu not actually having to calculate the draw for things that arent actually dispalying but the resorces are still being used to actually load the data into your game)

It's like a 0.5% damage optimization to add the rule of "BB unless you're already at 100+ rage and above 35% boss health", which really only ever comes up during reck+lust, where you'll ramp > CB > ramp > CB etc.
For most people in most circumstances, it's not worth worrying about compared to just building good habits of using both your CB and BB charges

With uproar, you should have roar and OF (and possibly BS) for every root set, but the third one is a double-set where you get roots and then get them again like 10s after. We had me and our other warrior blow up the first of the double-set, and then our WW blow up the second of the double-set bc it's right at 2:00 when their cds are back up
