You can cast aprox 3 OS in the space of one OF, so if OS is more value than OF in that space - it is the better option for M+ or any sustained AoE situation
Even DF OF was better at burst in that 4 sec space, it just fell off hard when you got time to cast the 2nd OS
Simplified OS does aprox, 450k dam a cast, 30 rage, ~15sec CD (hasted). OF is 520k dam a cast, 15 rage, 45 sec CD.
On 5 targets, OF is 2600, while OS is 1050.
You can see how it starts getting real close real quick.
