My open world fury damage feels about as much as my prot warrior damage
Fury relies a lot on maintaining enrage, which takes a couple globals to set up in open world content. No big deal. You can use Odyn's Fury or Onslaught with the Tenderize talent to instantly enrage you and that will help a lot
