Ok for one it wasnt designed for solo players, it was designed as an endgame pillar of open world content, that happens to be soloable.
And if anything it was worse before the rebalancing considering mobs literally had less hp if you were in a group than if you were solo. For solo players very little changed between day 1 and now (except for that little weird moment where t8 had the minibosses).

If I understand what you're asking right, you're asking why not just use one portion of your CDs for one pack, then the rest for a second pack?
If so, then it's because you ideally want to use all your CDs together, since they are just straight up a lot stronger when combined.
On top of that, if you have this cadence where you use one pair of CDs, then the rest after, on repeat through the dungeon, you VERY quickly lose casts of your CDs which is a massive loss of damage. Generally speaking as well, when you get into M+ unless you do very low keys, packs outlive your initial CDs, which means they keep their effectiveness
