bit of a technicality, since the situation is very rarely ever going to happen, but yes - assuming you have enough rage to Rampage and a higher priority button is available, it's fine to press that button and let Enrage drop after, given that your following GCD will enrage you again (and Rampage benefits from its own Enrage); the only area where it could conceivably be an issue is in the case of Slayer's Strike/Reap the Storm procs that happen after the ability is cast but before the GCD ends, so with very specific timing, enrage could drop and not buff them

That said, I wouldn't really call it wrong and my guides often include a similar caveat, because it's very important for players to know that maintaining Enrage is a #1 priority, even if it's something that will tend to happen all on its own anyway
