1. Do abilities snapshot the Enraged buff? As in if i have 0.2 seconds left of Enrage and i use Raging Blow, does it benefit from the enrage buff even if it comes out a bit after the buff drops? And does this work for all abilities in this case?

The logic behind frenzied vs powerful is just burst

If you need more burst/benefit from more burst, powerful wins

Which is also why it's good w OF cleave builds; you OF frequently and it's a big portion, and 15% dmg on it is noticeable
