So there’s a lot of different content that’s available. Weekly quests and world quests are a good source of gold and little upgrades, but also bountiful keys which will be great for the upcoming week. Heroics, m0 next week, and m+ the following are dungeon spams for gearing too
The basic goal is to get a nice baseline of gear so that you can do some raids next week, and filling in the remaining slots of gear with m0 or bountiful delves

So your rule of thumb is basically always sim your gear. The addon simulationcraft will output a string you can run in raidbots.com to determine the best gear
Bis lists give a general idea but sims will give you much more accurate info

For both you need crests, those you get by flying around in hallowfall today (through the gold Blue orbs)

- CB > BB is optimal, because gaining a stack of Bloodcraze helps ensure BB crits more often
- BB > CB is theoretically slightly better for short group-to-group combat, to help proc Reap more (e.g. the burst vs sustain argument), but this isn't mathematically represented anywhere in sims, it's more of a feelycraft aspect
In any event, it doesn't really matter because you're always going to use both Bloodbath and Crushing Blow before you Rampage again

The ordering had me puzzled for a while there, I originally assumed you were asking if you run Powerful you use Gathering and when running Frenzied you use Thorim's but the ordering seemed to suggest otherwise.
But as Silm said, it's boils down to a sim.
