From what I've seen of test footage, a lot of fights where there's any sort of AoE, it's gonna favour burst AoE which Fury is very good at

Silken Court also very unlikely to be an Arms fight despite being 2 bosses

though I can't stress enough that WoW's built-in talent profiles are extremely useful - you really shouldn't have to use macros like that or be manually swapping all your talents between ST and AoE every time, or you're bound to forget something

• just setup a talent set for ST, put Slam on your bar
• then create a talent set for MT, put WW on your bar
• even one for Thane if you want, with TC
  and never think about it again

On the priority list on the wowhead guide, raging blow says this.

Raging Blow while Enraged and with <110 rage

If we are low rage and not enraged, do we still use it? Sometimes when you start combat you dont have enough rage for a rampage but you have two stacks of raging blow. Following the APL you just end up spamming bloodthirst and slam until you get enough rage for a rampage to activate enrage. Sometimes you'll have to slam 5 or 6 times before you get enough rage while raging blow just sits there with 2 charges available. I'm wondering if it's supposed to be " Raging Blow while Enraged OR with <110 rage"?

short answer yes, use it. Long answer you should be always have enough rage when starting combat to press rampage. Charge + bloodthirst + Raging blow should always get you there

• avoidance and leech do basically the same thing, but mitigating damage is generally better
• if you're looking for something other than that, speed would be the obvious suggestion
