However, the simcraft apl regularly munches procs, and in a 5 minute quick sim i had 74 rampage casts to 48 bloodbath casts. Is there something missing here? what's the correct priority?

and Rampage is (sometimes) cast at a higher priority ahead of Bladestorm, or cooldowns come up after using CB but before using BB and override what you were about to do

I have 49 Bloodbaths, 50 CBs, and 52 Rampages, which looks about right to me
the sim also always starts with rampage, but ends at different points, so generally speaking you'll tend to have at least 1 more Rampage as well

There's some oddity in which you might want to go out of your way to manually cast that Bloodbath before Bladestorm/Ravager consumes it, in order to ensure it cleaves, but I'm not actually sure if it's worth bothering with yet

Slayer is behind Thane in multitarget; it just bursts quicker (which is good for raid) and has better single target damage (which is also good for raid, potentially good for very high M+)

The first priority always to get Enraged, which can be helped by casting Recklessness before using Charge in order to double its rage generation, unless using another talent such as Tenderize or Titanic Rage to ensure that Enrage can be reliably applied.

But I think it rather has something to do with the amount of fury you have, right?
