Well it's an entire history lesson, the long story is that blizzard became obsessed with GCD in BFA and destroyed many specs by forcing every spell to be on the gcd ( fury had to be completely reworked ) but in arms' case they just decided to remove focused rage, remove recklessness and replace it with colossus smash, ofc since then they backtracked but arms kept its "new" gameplay which is a downgrade compared to legions' arms on every level
