I made some mistakes in the rotation now, but doesn't matter, because the statistic is the same.

If you check:
250 Reap the Storm hit = 250/5 = 50 procs
Bloodbath + Bloodthirst hit = 269+30 = 299 hit
Proc % = 50/299 = 0,1672 = 16,7 %

It is better than few days ago, but still not 20%.

Few days ago, I couldn't go above 13% no matter what I did.
(And trust me, I really tested it for 4 or more hours.)

Fury is very strong for the damage profile of current content (low cd aoe burst) - it's still strong for raid and M+ when those come out, but it looks comparatively better right this second than it will in a couple weeks. It's the same kind of thing with spriest in s4, where they look mid in low M+ and then hard gap everyone on high keys where things actually live long enough
