there's a datamined chart in an article on Wowhead. it's based on number of heroic/mythic Fyrakk kills + minor embers. It jumps % a lot at 8 kills and is guaranteed at 14, less if you're doing mythic kills.

WW turns one global cost, into 4 'delayed' bonus hits, each hit basically worth half plus a bit global. So, ya 'sacrifice' 1 GCD, you gain "2 GCDs" worth of value per additional target, up to 4.

10 ilvls can makes a difference but not a HUGE difference. BiS only really matters for weapons and trinkets. The difference between having Haste/Mast vs Haste/Vers on your bracers for instance is usually very small. Ilvl is king and as long as you have your 4p bonus you're fine.
And frost DK is wildly overtuned right now (so are warriors lol). Pre patch is weird so take meters with a grain of salt. If you timed the key and didn't die 12 times you did fine.
