If you mainly do M+ wristguard are nice extra survivability shadowflame is most likely more dmg now and better for raiding

ilvl means nothing in this context. As before, allied have a little defensive bonus while SF are slightly stronger overall but also ST-centric. Leggy also likes vers which the allied wrists have.

Been playing a lot of both and from my subjective experience they feel very similar in power, some dungeons are more suited for arms/fury

Having said that, if the other 2 DPS are dead you being alive means fuckall for timing
