hitting dummy with no buffs besides battle shout and augment rune, these are my stats (not ideal but it's what i've got)
by the time avatar comes back up, i need to wait another ~10s before 4th reck+rav is farmed back, and it's even worse in raid with some downtime and target swapping. do i just rip it and hope it lines up later? my quick sim has ravager being cast almost exactly every 30s but i'm just not pulling it off in practice. would more haste work as a bandaid?

Depends on what tier you are running, if its S3 then yes and look on wowhead. If ur running season 4 tier set then no dont go annihilator and check wowhead again

WoW has a so called "spell queue window", practically you can press an ability during the global cooldown within x time of it wearing off, default is 400ms, and it will queue up that ability to be cast as soon as the gcd is over. Helps chain things more smoothly and without downtime, as well as to combat potential lag issues one might have.
Generally it's recommended to leave it at the default value unless you know what you are doing and have a very specific goal with changing it.
But yerr, doesn't really need an addon imho, that seems like info noise that doesn't really help, just know you can press them in a bit under the last third of the gcd and they'll work c:

- the spell queue doesn't do anything if it's set so low it doesn't account for your lag, and there are also physical factors like reaction time, actuation time, and (for some people) mental bandwidth; all of which don't matter as much for a low-haste class or hard caster, but a sub-1s GCD class would like a little leeway with

I mean yeah, you can play around with it and pick a number that feels good; you can even record and log if you really wanna dive deep into it, but just take my word of caution that lower is not always better - generally speaking, playing closer to the GCD always feels more responsive for fast, instant based classes, but that comes at the expense of latency, input, and reaction time
So again, I would not recommend anything lower than 150; I think 200-300 is probably a safe bet for most people - more responsive than the default, but still adding a moderate buffer to your inputs

I don't experience this with spell queue, since you can always replace any queued spell with something new during the 400ms. It isn't just to compensate for lag, it is to prevent micro-gaps between abilities. I'm sure you remember people used to set it to their ping way back when it first came out, and this caused gaps between abilities. Even setting it to ping+100ms would mean that if you don't press your next ability within that exact window, you would have a microgap.

it's both, that microgap is caused by latency, as well as reaction/input time (and a few other very insignificant details like the machine's computation time)
theoretically if you had a perfectly zero latency, you wouldn't have a microgap, but practically speaking, yeah
