It provides room to grow. Rage would be more impactful since you'd have less. Getting more rage would increase DPS and enrage uptime
One of the metrics of optimal DPS is not wasting rage by going over cap. If you're doing that without gear then sudden can generate a lot more rage? That's pretty much just increasing how much rage is wasted
And keep in mind that "underperforming" is largely a tuning thing. Blizzard can very well tune fury to be fine in early War Within. If this helps us scale more like fury used to, we could end up pretty strong

like its bit tuff to think about it in advance but if you know youre missing some insanely valuable piece that you know you'll be able to get soon, like say diurna ring that gives a shit ton of mastery, and u currently have a ring that gives u 1500 verse, if crafting something with mastery sims insanely high vs some other stat, its possible that's would be the best choice in "bis gear" but idk this season proved its just as common to have almost as much versatility as you do mastery
so basically... every piece doesnt necessarily "have" to be haste/mast, i think some of my pieces are either mast/verse or even haste/verse
