Haven't looked though for those who just push P1, but I assume they mostly just press their CDs on CD, and otherwise hold if it means aligning with souls

the actual answer to this is a little technically complicated

• wow does let you queue actions ahead of the visible GCD sweep (it's called spell queue or custom lag tolerance)
• by default, it's 400ms (0.4s) which is a bit long for melee dps and is often the reason why the rotation can feel slow or "spongey" on instant classes like Warrior playing with a really low ms ping, whereas higher settings usually feel fine for specs with longer hard-cast spells
• it can be changed by using the chat command /console SpellQueueWindow XXX where XXX = a number 0-400. My general recommendation is your average latency + 100, no lower than 150 (e.g. 100ms + 100 = 200), but you can play around until you find a comfortable setting though
• having it set too low is just as bad, if not worse, than having it too high though, so don't be fooled into thinking "lower = faster = better"
