just about everything in wow is dynamically updated in real time

• so if you have Avatar up when you cast roar, the initial damage will benefit from it
• if roar is up for the first two dot ticks, they'll also benefit from it
• if roar falls before the third dot tick, it will no longer benefit from it

the opposite of that is called "snapshotting," in which effects cast during a buff continue to benefit after it has ended, a mechanic which is mostly a thing of the past (there are an extremely few exceptions, but they are very few and far between)
