what ive found to be good is to just use it when avatar is down after u use ur initial cds, if you got a odyns coming up soon <5 seconds just send it after you rampage, on bosses like smolderon and tindral i tend to save it for first orbs and for first roots (2nd roots on mythic tindral imo)

in keys its pretty hard for me to tell u when, just not during cooldowns usually (goes for everything except tindral roots)
