so its not rly one or the other u just want to make sure you prioritize not dropping avatar, so you can do it anywhere between the 3-4 second window after hitting odyns, whether right on 3 seconds or right on 4 seconds after it

Evoker Legendary effect prioritized people with running dps cds, with the Evoker themselves having the highest priority. More relevant for Dev than the other specs. I believe it was some 10% raid DPS on sim but it was a bit lower since they are only guaranteed to get the effect in their CD, and it is a pretty reasonable boost during it.

I wouldnt consider it making them "godtier" since the effect of it was really only felt by Dev, but it wasnt an insignificant boost to their dps
