i think the real problem is they're trying to call back to an era that's gone. legendaries have no place in the modern game

either they're common enough that they're not legendary(See: legion) or they have to be so rare that they're statistical outliers and not considered in class balancing (see early legendaries)

we're living in an in between space that just doesn't work or feel good. rare, with no transparency, not impactful enough to be giga rare, and common enough to have to be a consideration for class/spec balance
