While I like the idea in concept, it has readily apparent two flaws
1 - with this setup, pretty much everyone who clears LFR or Normal each week ends up getting the legendary all at the same time. That's a massive game-wide power spike, and not really the way Blizz likes to do class-specific legendaries. At that point it might as well just be BfA cloak.

2 - making it more RNG like Shadowfrost Shards would mitigate that, but it also means there's a huge advantage for organized groups over individuals, which is something Blizz has worked hard to alleviate

While im generally on your side in this matter, We cant discount that if a tierset opens the possibility of using new abilities, that is gameplay. You encouraged people to vote based on gameplay, and if peoples focus is on using those abilities then their vote seems educated and valid to me. I voted S3 because we're in the most competitive spot we've been all expansion, but just for the sake of argument.
