Irregardless of if necrofrost is reflect/deflectable, I don't think you should ever try to. The noxious bolts that go out in that phase are reflectable back to the boss and are spammed out doing like 250k damage each cast on fort weeks, I think it's more effective to DPS and helping your healer to sr those instead of a root.

Unless the root did insane damage to the boss, but I don't think it does it just prevents the root from hitting you and the dot.

all im getting out of that blue post is BLP drops from end boss and it increases your chance, it doesn't say do heroic first it will have a higher chance ? if i remember correctly the Embers still drop even if u do the higher diffculty. So why would u do the higher one first then ?
