In all seriousness, here’s my take: Say you have 1% chance in LFR, 2% chance in normal, 3% in HC and 5% in mythic. You can do LFR-normal-HC-mythic for a 5% chance that week. Or you can do mythic for a 5%chance. Or do HC for an x% chance and then mythic for a y%chance. Etc.
That’s weighted probability in favor of the higher difficulties. So you could say it’s 50/50 in a general manner but it’s also misleading because the actual odds would be 1/(difficulty)+)(acquired BLP).

Disenchant quest - just buy the epics from renown vendor in emerald dream
Rares - Superbloom boss (Make sure you drop combat to use the item on it), as well as the big spawns (Envoy, Greedy Gessie, Leviathan) - Other than that, having a friend that can fly around with rarescanner and not hit the rares, so that they will keep getting them scanned, will help you find tags
