The way I understand is legendary is rolled at the highest difficulty you complete, and automatically rolls for all lower difficulties. Say LFR is .5, Normal is 1, and H is 1.5, a heroic kill would automatically roll 3 but you can't go back and do normal for another 1.5. Numbers are meaningless just there for visual representation.

as for why there are weapon damage ranges, it's mainly because WoW was largely built off of DnD-inspired systems, and at the time weapons didn't all have consistent DPS (or even item levels, for that matter), nor was DPS used as a primary function for damage calculation

you can align your CDs to nuke adds, but they're a trivial part of the fight

My preference,
Good option to start with is BRH, for a weapon and neck, some other drops as well. It is fast and painless. ToT is also fast, if you are not unlucky with the pugs - also drop weap and a trinky you want.
Once weapons are done, ToT trinky is acheived, then I would farm out Atal if you raid, waycrest for m+, for their trinky and off pieces.
If you are just about to start your farming journey, those two are decent picks. Of them BRH should be the easiest one. You could plan it all out ahead of time though, if you want to go more 'hardcore' into it. Run dropoptimiser as suggested, then make a shopping list. Gl and hf!

If you clear heroic first, you won’t get it from normal or lfr. And you shouldn’t get blp either as that would have been rolled into the heroic blp. Assuming you didn’t get the leggo.
