The 4p scales with aoe more because WW cleaves each have their individual crit chance. Each extra target gives you another [crit]% chance of getting the CDR reduction - so you basically get cdr reduction on OF every BT you do.

Theory goes that the first kill of the week benefits from a higher difficulty, i.e. Mythic has a higher chance than HC, HC higher than Normal, Normal higher than LFR. This doesn't mean that it can't drop from other difficulties after your first weekly kill.
