The idea here is that you are hitting OF first so that you can benefit from the CDR from the 4piece immediately. The reason you don't pop Avatar at the same time without Dancing Blades is because of what I've highlighted in green here. The dot from OF will have ticks wasted if you pop both OF and Av at the same time. This remains true when you run Dancing Blades, but it's even worse then because you lose uptime on Dancing Blades

It'll depend mostly on your gear and the fight itself. Pure ST 4pt30 arms will still probably be very slightly ahead if both specs are played well, but if you're more comfortable with one or the other, that'll probably end up being the move

It will only sometimes actually look like that, but the idea is you weave slam and ww between your BTs until you rampage (which is above like 85% rage I think)
