right now (potentially with the old tier set), Rampage always if you can. If you can't, then raging blow. Unless you have 95%+ crit change with blood thirst (from tier set). There's a weakaura that will tell you when you should blood thirst.

Blood Thirst 95%+ / Execute (I don't remember which is higher)
Onslaught
Raging blow
Potentially bloodthirst as filler, but shouldn't happen
