Compared to last tier set it is. Last set buffed a ST ability and solely relies on ww to be applied in aoe therfore doing 55% dmg on secondary targets. Our new tier buffs both ST abilities and an aoe ability (OF) which does 100% dmg both on aoe and ST, it also has increased cd reduction in aoe and cleave scenarios further increasing its power and therefore making it an aoe favored tier set.

From what I’ve seen so far and from what some of my mythic warrior buddies have also said, both arms and fury will sort of scale the same in terms of overall dps. But obviously on pure ST fights go arms 🙂

The correct answer is play what you prefer. In terms of dps both are looking mid tier and as such competitive. Going more nuansed furys dmg profile tends to be favourable as Fury got a hefty buff in to their execute dmg and the burstier dmg profile is usually preferred over a sustained dps one
