It's a solid and effectively permanent haste buff if you have anyone with Haste primary in the party. Overall I think it works out at less Haste than an AFE overall, but without the positional requirements

if your group is co-ordinated you can throw it JUST as the first tick goes off
if you break the entire first tick before the second tick, then the barrier just ends
so if everyone saves a juiced global for that moment you can save some time
it's not going to do a ton of damage either way though
