We don't have a no-cost no-CD filler so long as Devastate is good, but once you get basic gear and start playing well, you won't really have empty GCDs anyway

depends on if you need it for a specific mechanic, but usually just on CD
because youre playing BV in raid, and you want that extra rage and dmg
with tier, your entire goal as pwar is to generate as much rage as you possibly can
to get as many outburst procs and as many avatars as you can

or 11 mins which anduin and jailer will be
putting 3 or 4 outburst shield slams in the first sigil window with banner+avatar running is going to do about as much dps as an actual dps spec as long as they don't have a crazy opener
