I actually don't know how much damage the "Offensive" part of the shield does so i can't comment on that but talking purely defensively you will get more value out of a shield with secondary stats due to them being more flexible.
The extra DR from Sepulchers "block passive" is ~1% when compared to a similar ilvl dungeon shield.

Part of the trick is engaging near small mobs that you can quickly pull in when you’re getting low, killing those guys, getting victory rush, and just going from 10% health to 100% if you kill them sequentially

For Codex to deal dmg you need to take big dmg
Bdk takes the most dmg of all tanks, thus gets the most dmg out of codex
We still benefit from the 10% DR like anyone, but the dmg we gain from it is far less than say vdh and bdk, thus losing value for us
