In raids,as Goodstuffe said, it has potential due to planning it around Execute windows and being almost guaranteed to always be on the boss in order to increase the Conqueror's banner buff.
In Mythic+ it's a lot more questionable as outside of bosses you can't really get the full benefit from the Glory Legendary as thrash mobs die too fast so you either have to perma chain pull or risk losing up-time on the buff.

i only do left side but for goliath, if you demo pull, shield wall after, and aegis last, that should last you the encounter. if you save spell reflect for the last 5 seconds that can help too since the goliath does extra damage as magic

like for instance go to my m+ logs, i have like 75% on average blocked hits which is low for rep (because i just dont do content hard enough to track it properly) it should be around 80-85% but when i look at ppl that play HR and rep 99% of the time they have less or around 75% blocked hits which is terrible
they should be at 90% at least
