Rings are sometimes an exception to the "iLvl before all else" principle, simply because they do not have Primary Stat on them. So - if you are seriously lacking in Haste - it may be viable to use the lower iLvl ring.
Whether you need more Haste or not is a judgement call you are going to have to make in your own tho. What is your current haste %?

Reprisal covers alot for low haste, so you won't actually notice having low haste

Bolster is a talent that effectively increases shield block uptime, and with the conduit helps generate more rage. Heavy repercussions does the same thing, better, not tied to a cooldown

Playing Thunderlords means you are losing a ton of SB up-time from Reprisal.
Also you will be opting to UF which is another very lackluster choice compared to the other 2 options.

what's the consensus on using pvp gear for tanking? I usually play arms pvp with occasional mythics but tired of how hard it is to get invited as melee dps, and I used to tank back in wrath. I've got a full rival set that beats most of the occasional tanking items I've picked up, but I'm much higher vers than I am haste, so picked into the fray while I gear up, but wondering if there's any issue with using the rival gear including the shield
other than vers being way higher and haste needing to be a bit higher, I can't really see the downside and wondering if I'm missing something

you basically stand right outside of their melee range and move slightly in the direction you want to go

Late to the chat, but yeah I just got lucky with leech items so I have it on 3 items at 252 and I also ended up procing it on the raid waist thats always indestructible with a socket. So 4 items with leech puts me at 10% passive if I go with the fang power it jumps up quiet a bit too but I'm not in game to check.. like the guys said don't worry about your leech really it's just a meme for me since I proced so much of it lol! And like stated more pew pew gives more leech
