Not really Since it doesnt give main stat. Getting a crit mastery ring isnt too hot But you Also dont want giga low rings either so just find a balance. Mastery and crit arent bad either Since its basically just more dmg

The notable exceptions to the "item level is king" rule are items without main stat and trinkets (as their power usually lies in their effect), so amulets, rings and trinkets
And for some pieces the rule is stronger - you always get the highest item level shield you can get

HR gives you 100% sb, AM gives you 85% sb with more shield walls and more damage (damage calculation can get complicated when you consider you might need to kite a bit more with AM)
