Play with both and see what fits you best. Double Time is arguably more damage/defensives as you get more SB uptime and Rage/Revenges if you use it properly.
Storm Bolt on the other hand is a great extra interrupt that can save you from a deadly cast.

I was hoping in fact that they would update it for SL, because it has limitations still that don't make sense for the game as it works today

the problem is that it still does not accept unique items, so you cannot put legion artifacts in there, also some things that are Unique and do not need to be, like fishing poles and Benediction/Anathema

Buffing Alliance racials wont matter; the fact of the matter is Alliance racials are already better in most scenarios, but there are so many more guilds on the Horde side and much better infrastructure for raiders by just being Horde. To have a couple of top guilds swap to Alliance might pull some people over, but it costs 25 bucks per toon to do so
