The only clear S-tier tank in regard to M+ is VDH

I don’t know how blizzard could manage to balance tanks around kiting mechanics, because taking no damage is obviously always going to be preferable to tanking it.
I guess the solution is to give worse specs better kiting tools, or pump their damage up.
