That's correct. You need 2k soul ash to craft an R2 legendary, or 750 to upgrade from R1 to R2 - but it all evens out, because you need 1250 to craft R1 - so 2k in total. Difference being that you have to acquire/buy an R1 base if you want the R1 (but have to buy the R2 base regardless of if you craft it outright or upgrade R1).

You can get the full Shadowsteel set crafted although it's a bit spendy (unless you're BS)
after that it's heroics/mythics to get gear
also of note is that world quest item levels are determined by your renown i believe so up that before gearing that way
(not your character's ilvl, subtle change from bfa/legion)
