Its a smaller amount of DR and is only vs the target you're using it on.
However, it refunds rage and deals a solid amount of damage, its more "rage efficient" than IP and is a raw reduction post mitigation rather than a 50% Absorb.
It also stacks with IP so during high rage moments it can be of benefit.

But yeah, tanking M0 is not hard

its 90% about knowing what not to stand in
