yes and disregard revenge procs, only use it when both shield slam and/or thunder clap (or thunder blast) are on cd, you will use it to fish for SS resets -- same goes for execute in ST and execute range

use IP to avoid overcapping rage dont need to "keep it up". want to have enough rage to press revenge/execute when it is available and the best thing available to press. your main defensive value is shield block/shield wall/spell reflect and the damage that you dont take (interrupt)

The general rule of thumb is that you sim, as typically an increase in dps through stats means an increase in defensiveness
There are a few exceptions though, such as defensive trinkets and shields
