If you want a serious answer, 4/4 apex is a considerable damage boost and defensive boost. You can drop points elsewhere if you want to take all the "tanky" talents without losing apex, and you loss a lot less dps and a lot less damage

The 1/4 Apex build is a holdover from Beta when the dr from Phalanx was tied to the 1st point, not the 4th

As much as I hate to use it as a source, the majority of the top pwarrs according to Murloc are using 4/4 apex now

But a lot of people have also swapped off pwarr at high level for Brew, so theres stagnation

but in a 17 im sure anything can work if healer is God and team use defensive
