It reads as if hitting TC will cause your shield slam to do an extra ~270% damage with the phalanx hits. I believe in last expansion you only really hit TC to apply rends and then with Thane procs

Punish gives a 15% stacking increase but again, tooltip from wow head says 198%. This might be a misunderstanding of attack power on my end

My specific question was about phalanx and it's wave of force proc. Based on wowhead it seemed like a very powerful proc with the flashy 198% number and me thinking it stacked with punish and rank 4 of that apex. Through you and others I'm now seeing that the rank 1 wave of force is rooted in attack power and not a buff to shield slam itself. That's what I was looking for.
