||I live in norway, we are quite the small and open society, sure the government isnt perfect at spending it to a dime. We also do the "good enough for the government standard" type of jokes, but overall our system is working fine in making life for the 99.9% nice, safe and comfortable.

We could argue that the individual would voluntarily give away wealth, and there are those that do. Yet, often those that amass wealth to gain wealth, don't want to give away any wealth. They do their best to use loop holes to avoid giving away any to begin with.

So I rather not have the system of public floor support to be on the backs of a few good men, instead be a light burden for all to share to the best of their means.

If I got to give away some of my surplus, would I give away so my neighbours grandma can go to the hospital for free, yes. For anyone's grandma? Yes, I would. It is this state of mind when looking at it, that allows me not to see it as negative thing in my life. I see paying taxes as virtuous and sound thing to do. It is the ultimate "I got your back, you got mine, no matter what" mentality. For one day, I will be the one going to the hospital for free, that is when I get back from the system. It is extremely fair.

I dont want it all to be based on optional charity, but be as a civic duty to take care of all my kin in this country of mine.

Now why run it through the state? Well, when you pool money, the worth of the money in bulk is actually effectively increasing the spending power of it. Same reason as bulk-buying is cheaper, than buying an individual object. It is a matter of scale, and for a country wide project that this is, government handling it makes complete sense.

Perfect, no - nothing truely can be. Better than optional charity from an elite class? I would say so.||

There's a ton of shit that goes into tanks' defensive power. Some also mitigate less upfront and instead restore it back after the fact, with BDK being the most notable example due to Death Strike

Every tank baseline even has DR as part of a hidden aura that's part of just being a tank spec, and that's before we get into any talents or other things. Basically, it's really difficult to just point at a single factor and go "damn that op"

Whenever they do the passthrough for mechanics that they sometimes usually do when they deem content legacy and old, they normally just bake those in baseline, like using the azeroth neck for sanity in the N'zoth encounter

First time playing warrior coming from DH. There's no "smart" way to really craft a weapon or use the first sparks for something that works for both Prot and Fury since its 1h and 2h differences right? I know in DH the weapon works for both you just kind of have to decide the stats.

I've changed talents so I've got Heavy Repercussions instead of Into The Fray which has helped. But I still occasionally get a window of 2-3 seconds where I can't get SB up due to charges of SB and Shield Charge being on cooldown.

Yes. This is normal. You prioritize SS/TC and use IP to avoid rage capping. If both of those are on cooldown,you send Revenged. Do not worry about overcapping Ignore Pain..main thing to focus on is not overcapping Rage.

That's fine. Are you checking overall uptime or effective uptime? Overall uptime is irrelevant,you want to focus on effective uptime,meaning having SB up when actually taking blockable damage. There's downtime in raids. There's downtime in dungeons. This let's SB recharge. You also rotate SW in between downtime. Generally once you get higher haste this becomes irrelevant.

I could probably be better at only having effective uptime. I.e. not using if a pack is about to die. But sometimes if it's a long pull and I'm chaining I don't get the opportunity to let charges come back. It's not that frequent but in a dungeon I'll have 3 or 4 windows of a few seconds where I have no SB mitigation

Remember that Shield Charge also grants block.

Prot by design is not a "100 percent uptime" mitigation tank,especially not early on.

Once you get more Haste it becomes really easy to achieve 90+ effective uptime.
