Yes,Mwahi knows that. That's why the guide has HR for M+ where SB up-time is more constantly needed vs ITF in raids for more damage output. Early season everyone has low haste hense the suggestion to go HR. There is also a note about swapping to ITF if you feel comfortable about your SB up-time. It will be swapped to default ITF once people strat getting more haste.
