Note for experienced warriors:
You can talent ITF with lower haste rating only if you're confident and experienced in managing SB effective uptime. Effective uptime is uptime while getting hit by blockable attacks.
Note concerning raids:
You play ITF in raid regardless of haste rating unless... on fights that have you split from the group and away from having full stacks, most notably on Twin Dragons (Vaelgor + Ezzorak) and any other fight where you're not at full stacks. If this is the case stick to HR and follow the haste rating guidelines.
1188 haste rating DOES NOT guarantee 100% SB uptime with ITF, that is up to player skill/tracking/management and it is certainly not a stopping point for haste - you keep gearing for it after ilvl. If you continue having gaps, there's no shame in sticking with HR.
