Each level the stats amount per % changes to be at a low amount at the start of an expansion, as example you start lvl 80 with 40% haste and end up with 8% without changing gear, mobs don’t care about that

So if you do the campaign etc, if you do it lvl 89, the mobs are interesting

Pretty sure they're available at all levels, but they're different based on the level range you're in. So these ones would be for 81+. If you've ever opened like the dungeon finder for normal/heroics and seen a role is like lit up, that's the reward for playing that role and completing the dungeon.
