I’ve also read that diminishing returns only really kick in around 360.

Once public sims are available again you use those to make gear/stat decisions generally, otherwise use the highest ilvl available

And yes tank spec is generally a really good spec to level in especially if your gear is meh. If you're in actual season bis and good at dps, leveling as dps is kinda blaster but

only benefit to choosing a spec to level as is to use that time to internalize it's basic rotation. It's a long-form target dummy sesh imho.
